2022 Parks and Recreation Master Plan

In May of 2018, Confluence was selected to complete a Parks and Recreation Master Plan for the newly formed Parks and Recreation Department.  Confluence was tasked with providing a plan covering the following components: needs assessment, visioning, identifying and evaluating community needs, priorities, opportunities, and creating a phased implementation and financial plan.   This plan was completed and presented to the Garden City Commission for adoption on December 6, 2022.  

The Master Plan provides direction to Parks and Recreation staff regarding long-range planning, resource allocation for programming, facilities, and parks, program trends and lifecycles, financial planning, and community desires. This includes the development and redevelopment of the parks, facilities, open spaces, and the recreation system, over the next ten years. Staff will annually review the recommendations and implementation strategies and make the necessary adjustments and updates based on completed initiatives, programming and park trends, financial position, and the changing needs of the community.
